SOUTH OF PHASE 1
Apartment Blocks 3, 4 & 5
All properties in these blocks are coming closer to completion as they continue fitting kitchens, painting, electrical works, sanitary fittings and carpentry works. The swimming pool contractors are on site and will be starting work on these swimming pools as soon as they have finished the detached villas private pools and the pools around the semi detached villas. As you have seen from previous months gallery photos, the site contractor carried out the structural works on the swimming pools. The swimming pool contractors will now build the retaining walls with a finely sprayed concrete and the pool tiling will follow afterwards. The swimming pools in Blocks 3 & 4 will be complete by end of February. Once these works are complete, the landscaper can complete the landscaping around the pool areas. The contractor has confirmed that all units in Blocks 3, 4 & 5 will be complete for 31st March 2011.
Semi-Detached Villas ie. SD51 – SD142
As per the apartments on this end of Phase 1, the semi detached villas are also well into completion stages. The swimming pool contractors will be moving onto the swimming pools within the semi detached clusters in early February, tiling will follow and the landscapers will be able to complete the landscaping around the pool areas. As per the apartment blocks on the south, the contractor has confirmed that they will complete all of the semi detached villas on this end of Phase 1 for 31st March 2011.
Frontline Detached Villas
The detached villas have progressed rapidly over the last month. Interior carpentry works continue with all internal doors, bathrooms, the hallway, the stairs banister and exterior entrance gates. The double garage has been fitted with electric doors. The swimming pool contractors have started spraying the retaining walls with concrete and the tiling will follow in the beginning of February and will be finished within 2 weeks. They are working day & night with these works. Please refer to the gallery photos. Again, the contractor has confirmed that they will be finished the primary villas for 31st March 2011.
NORTH OF PHASE 1
Apartment Blocks 1 & 2
Plastering is now nearing completion in preparation for tiling works. Infrastructure works are progressing with roads, drains, paths, pools & services and are all on target. The contractor has confirmed a completion date of July 31st, 2011 for these blocks and all properties on the north of Phase 1.
Semi Detached Villas ie. SD1 –SD50 & SD143-SD188
Tiling is ongoing with the semi detached villas. The windows are scheduled to begin in February. As per the apartment blocks 1 & 2, the contractor will also be completed with these properties by 31st July, 2011.
Frontline Detached Villas
Plastering works have almost completed and tiling will commence shortly. The frontline detached villas on the north of Phase 1 will be completed by 31st July 2011.
GENERAL CONSTRUCTION NEWS
Entrance to Resort
The contractor has begun works on the entrance to the resort. They are currently working on the foundations for two 8 meter arches. Please see the following links to the design of the entrance to Paradise Beach.

Main water storage tank
Paradise Beach will have its own water storage tank behind Phase 1 & Phase 2. The water will come from the main pumping station at Electra in Palmeira to as far as this tank at Paradise Beach and from here the water will be fed to individual properties. Each property will have a water meter and owners will pay for the amount of water consumed as per the reading on the meter. Power & water is expected to be running by mid February.
Sewerage Treatment Station/ ETAR (Estação de Tratamento de Aguas Residuais): Paradise Beach will have its own latest technology odour-free treatment plant for residual waters. The station will have carbon filters which will remove any foul smells. The by product will be treated and used for irrigation water on the resort hence reducing costs for the upkeep of landscaping irrigation.
Stand-by Generators: Stand-by generators have arrived at Paradise Beach. The generators supply enough power for the whole resort should there ever be a power failure.
The Hotel
Hotel Operator Specialists are still speaking to several hotel operators and talks are positively progressing. The Hotel Concept is expected to be finished by March and then the chosen operator will put their final touches to the design & specification of the hotel.
PAICV POLITICAL PARTY VISITS PARADISE BEACH
Jose Maria Neves is the current President of PAICV and leader of the State since 2001. PAICV are the current leading political party of the country and Mr Neves is fighting to defend his title in the upcoming national elections in Cape Verde. On February 6th 2011, the people of Cape Verde will vote for one of the Presidential candidates to lead the country for the next 5 years.
PAICV – African Party for the Independence of Cape Verde has ruled Cape Verde from independence (1975) until 1990 and again from 2001 to present. During the last 10 years, Cape Verde has changed dramatically with the improvement of marine transportation, building of dams, additional International airports, increasing size of ports, asphalting of roads, construction of health centers, increasing schools & police stations and improving the peoples living conditions.
In recent electoral campaigns, Jose Maria Neves, the PAICV leader guaranteed the Cape Verdean people that his government had done ‘everything that was possible’ to develop the country but that he is aware that there is still a lot to do. ‘There are problems that need to be solved’ he said. He continued to say that Cape Verde is fulfilling ‘its dream’ with the PAICV-led government.
Cape Verde was the first country in Africa and the second in the world to conclude a Millennium Challenge Account compact, and the first to qualify for a second compact from the US government program.
On January 22nd, 2011, as part of his campaign in Sal, Jose Maria Neves visited Paradise Beach along with his party members. Jose Martins, CEO of Paradise Beach presented the Prime Minister with an update on the construction progress of the development and some figures in relation to the amount of units almost complete as well as the amount of workers currently employed on Paradise Beach. Mr Neves was extremely impressed to see the high quality & standards of construction as he toured some of the properties at Paradise Beach.
Jose Maria Neves noted that as a result of the size of Paradise Beach, once opened the resort would create a lot of local employment and was very happy about this.
NEWS IN RELATION TO THE FURNITURE PACKAGES AT PARADISE BEACH
In December last a link regarding the furniture packages was included in the Paradise Beach SA newsletter web site and we also sent a brochure via e-mail with all the info and prices to each Purchaser.
Paradise Beach decided to provide this service considering the reality of Cape Verde, where there is no manufacture of furniture and what is available does not meet the European standards. On the other hand, bringing your own furniture can actually double its original price (the shipping, port charges, custom duties, VAT and transportation of import goods are quite heavy).
In the purchasers’ best interest, Paradise Beach have vetted these two suppliers and insisted in a bank or parent company guarantee to ensure that deposit monies are safe.
We are also aware of other suppliers who are trying to get into the Cape-Verdean market and offer no guarantees. We cannot advise you where these suppliers are concerned, other than to say that you should exercise caution. The taxation and duties system in Cape Verde are very complex and these companies may or may not be aware of the type of charges that will be levied against them and which may lead to financial difficulties and price increases.
You should also bear in mind that the development will include a 4 or 5 star hotel which may take apartments as part of the rental process. The standard that they may and most likely would require would prohibit the low quality fit outs.
In the end, it’s up to each purchaser to make his/her own decision. We are simply trying to make the process simpler and easier for you.
Meanwhile we would like to share with you some of the queries that have been raised in the last month.
Time to install the furniture
The time to install the furniture from the moment it is ordered depends on the amount of orders but it should take around two to three months.
Please be aware that you can only make an order once you have signed the deed at the notary or in case the unit has been fully paid. Otherwise, any delays incurred during the notary process could and probably would result in large stockpiling of furniture on the site with the obvious security issues and congestion that would be prohibitive.
Contents of the packages
All packages include kitchen accessories, light fittings, curtains, linen and outside furniture, as stated in the inventories;
Supplier 2 packages also include blinds; As you know, the suppliers provided pictures of their packages both on site and on the brochures. Supplier 2 also included a virtual tour. And if you want to have a more detailed view of the items, there are four fully fitted apartments in Paradise Beach, so you are more than welcome to pay us a visit and see for yourself the complete installed packages.
Electrical products
The brands of the television, DVD, microwave and small kitchen appliances used in the packages will always be of a good standard (Toshiba, Sharp, Philips, Taurus, etc); Electrical appliances such as washing machines, fridges, stoves, etc, do not form part of the furniture packages.
Alterations
You are free to negotiate directly with the supplier regarding any changes to the proposed packages that you would like to make (colour, material or even changing an item for another one you prefer);
Control and administration
The contracts will be signed between the suppliers and the purchasers. Paradise Beach will follow the agreement between the two parties, ensure the final inventory is installed in compliance to your order and issue, upon completion, an official Certificate of Installation.
